Ben is on the same level defending perimeter players, but what sets him apart is his versatility. He can guard 1 through 5 at a high level, and it makes switching effortless. That's what makes him a top DPOY candidate every year, you can literally put Simmons on the opposing teams best player regardless of what position they're at and he can defend them without issue even if the other team forces the switch.
Jrue is on the same level at guarding opposing PG's and SG's but he's obviously not the same level in terms of versatility. He's 6'3''/6'4'' and even though he holds his own against bigger wings, he's obviously not the same dominant defensive presence as Simmons when he gets switched onto tall wings or bigs. In todays switch happy NBA the ability to switch and defend anyone at any position is priceless, which is why Simmons is so valuable on the defensive end.
Ask Damian Lillard how it feels to be absolutely SHIT on by Jrue Holiday in the playoffs though. He knows first hand
