usually if a player wins both UCL and Euro, he wins that award.
Jorginho is not a striker, wasn't great in the league, made mistakes here and there, and was overshadowed by the greatness of Kante

Only thing the euros could change is if England win it and Kane wins the golden boot. Top scorer and assister in the prem + golden boot and the euros trophy would make a good case for the Ballon d'Or
