Electronically speaking they are no different. If anything a videogames are probably interactive and so works the brain a bit more. The facts are every screen draws the image sequence by pixel and this foundation is in fact unnatural to the any lifeform. I'm no expert in the matter but I do study electronic engineering and any time you are in contact with an electric or magnetic it will alter your cells on some level. This is essentially the concept of radiation and if I were to graph signal outputs while playing video games vs watching tv they would likely be the same.
