When I download it, it says tracker not responding and is at 0% download.

Could anyone help with it?

How are you downloading it? Bought from site or physical CD? Also what computer are you using?

For the download, make sure you are in administrator mode.
Also check if you have anything that could block the download (firewall, etc.).

I’m guessing you had D2 installed at some point before. We can get around this by deleting 2 settings in the registry. Be very careful when using regedit, as it has potential to cause great harm to your Windows installation.
I recommend backing up anything you intend to delete.
  1. open regedit
  2. navigate to HKEY_CURRENT_USER\Software\Blizzard Entertainment\Diablo II (left panel)
  3. look for “InstallPath” and “UninstallPath” (right panel)
  4. delete just those 2 settings
  5. close regedit and re-open the installers you downloaded. you should have the option to Install rather than Play.

Downloading it via game client on blizzard.

How long did you let it go for curious? Mine's off Blizz store. Doesn't always do it but sometimes it says it's not responding but downloads eventually anyway.
