Even if it was unbalanced before, I believe many of the 1.10 items increased the power state of the game. As you said, 08 valk would only give an advantage to a few builds.... Many "Best in Slot" items wouldn't change even with all 08 items in the game for the majority of builds. Most builds would probably only benefit from one 08 item at most... and others wouldn't even use any. Anyhoo, I'm of the belief that giving more build choices only opens up the potential of the game. (The caveat here are items that are too good that are undoubtedly best in slot and are MUST haves for a majority of builds and we already have examples of items like this: grief, faith, infinity, enigma, hoto, spirit, stormshield, etc and the game state is still fun with these "OP" items)
