This. To clarify, your xbox is xbox A, their xbox is xbox B. (The console itself, not the gamertag)
Log into xbox B with your gamertag, the one you used to buy all the games. Make that console your home xbox.
Log into xbox A with their gamertag. Make that console their home xbox.
Log out of both consoles. Log back into xbox A with your gamertag, enjoy access to all your games since you bought them on your gamertag. Log their gamertag into console B, where they can enjoy all your games too since it's set to the home console for your gamertag.
This will require you to have a gamertag for them. But once you do this once, it's good until you ever changed home consoles.
My brother and I have been doing it for a long time, and take turns buying games. I buy one, he buys the next, etc. We each have access to all of them. It requires us to be online to do the liscence/home check but that isn't an issue in my case.
You can both even play the same game at the same time (with eachother if you wanted) even though it was only purchased once by you (your gamertag owns it)
