when I wanna set a goal I'm confused about arm size measurement:

1. is the arm size that ppl talk about measured when the arm bent, or straight arm?
2. when measuring arm, should we make the arm muscle relaxed or pumped?

at the beginning when I looked up online and found they said "basic arm size for 6-feet man is 35cm" I was so depressed cuz I measured my arm when it's straight, now I realize how dumb I am
