If it were something due to negligence, definitely the buyer. examples being....
-Hitting a curb or Rashing your rims
-Wrecking the car in any way collision wise
But a car should be able to handle 70% RPMs all day without problems if it is properly built/tuned/maintained. Especially since i'm assuming he's not nearly redlining a Toyota Corolla, it's likely a car that is meant to go fairly fast, so if it's breaking while he's trying to do what it's made to do..
I guess maybe if he was riding the rev limiter to the point where it caused damage that's a different story, but it sounds like he was just shifting close to or at redline, which the car definitely should be able to handle.
