They wouldn't have to, but I wouldn't mind if they did. Cta causes similar problems but it's a tiny little fish compared to enigma.
While most of the other cross class items don't cause a problem like chaos only giving the assassin class a weak version of ww or widowmaker's guided arrow only rarely being used in pvp. Faith might be considered overpowered but it still dosen't hold a candle to enigma.
