They recently increased it and you can play up to level 60 and through the first expansion Heavensward for free. It's actually a ton of free content and you could easily spend 100 hours getting through the free stuff.
As Fatal said, it's more of a single player experience though and you lose alot of the social options on a free account, but it at least lets you experience the gameplay and story.
You can use party finder to group for content which requires groups as your progress through the game, but you can't form groups manually with people, can't participate in any market board activity, have a 150K gil cap which is pretty low once you start getting into the first expansion, can't trade with people, can't message people, etc.
Alot of it is done to prevent bots/gil sellers from making tons of free accounts and farming gil and spamming people with messages for gil selling websites.
The game is very alive, it's the 2nd largest subscription MMO behind WoW and when Shadowbringers came out which is the most current expansion they actually hit peak subscription numbers.
