Generally speaking, depends on what regards you mean, I would say it is always good to err on the side of caution and get a written permission. That being said, some cases verbal is enough. I guess it would depend on wherever you're wanting to use said image, what their site rules are and whether or not anyone is going to be asking where you got said image. If you are getting an image on the internet for say a college paper, unless it is a trademarked or registered image for like a company logo, if it is on the internet, I think it is generally open for use by anyone. It also depends on if you're going to be using said image as part of a program, like graphics for a game, especially if you're going to making money with the program.
