Personal interpretation... it is sexy to the finder because it is better than what they have and the side mods assist the weapon being used (Dagger on a Samurai who can use that armor and the Crit Strike also sexy bonus) ... again, Interpretation / Perception... for me personally, it is a sexy item if I was one to use EE armor at that level (Tier), but sexy to me would be if that armor had 36 Dexterity and 0 Enhanced Effect, and the same goes for the the one 0ppressed posted to be 35 dex and 0 enhanced Effect.

Reasoning... I use a level 25 Chain with +40 Strength all the way to level 55 or 65... and no, it does NOT have enhanced effect:

Magical mithril chain mail, Physical Defense: 32 to 82, Magical Defense: 0 to 30, +40 Strength

EDIT: oh, I traded my 40 strength level 25 SCALE for that chain...

i typically use my lvl 25 34 str / 69ee chain to mq if i am not off casting. (but im always offcasting so. 46 int axe and 46 int leather to mq.)

That lvl 25 with 34 str & 69 ee is sexy also, especially if you have like Powerstrike as an ability instead of Retribution (which I use... but I am not sure of the ability you would use as it is personal preference )

That Axe / Leather... off casting... what Tier? I have a Scale with 4x Str and other mods that I have not used in like years, even with my Samurai / Paladin(s).
