Are there any things I can do to increase the chance of finding one

i.e:
Being a specific level or higher
Which vendor I use
which difficulty i am in



all i know so far, is that grand scepters are in nightmare, war scepters are in hell

It depends on the base item.
Grand Scepter - item level 57 = character level 52 (because of +5 level bonus in shops)
War Scepter - ilvl 60 = clvl 55

i shopped a +2 +2 bh at ormus nigthmare with my lvl 67 pala
