It's not "a thing" because people would just abuse it and spam others.

Solution was guild topics.

Exactly this, you could post in your guild topic and tag multiple users. If they have their notifications on, they will get an alert.

The only way I could see it being passed is if there was some sort of FG fee attached, but it could be abused by someone trying to advertise.

Tagging users in a guild topic does not alert a user.

Oh this is news to me. Well you could still turn on notifications yourself if you’re in a guild then, or manually check guild topics.

That 'solves' the problem of the receiver not the sender.

In what way?
If you join a guild and want to actively participate in their activities you can “track” the guild topics. I have various guild topics tracked and get notifications for each of them.
It doesn’t take that much effort from either party
