That being said, I'd be totally cool with breaking up every states EV like Maine and Nebraska already do.
The states determine for themselves how their electoral votes are handled. The reason behind the winner takes all element is effectively so state leaders can maximize support for their preferred candidate.
Blue states by and large would never switch to a district-based EV spread, as they'd never win another Presidential election. Likewise, democrats in republican states would howl bloody murder when the Republicans set up the major cities as only 1 EV each, and the rural vote gained the majority of the power.
As it is currently arranged, the States' EV votes line up with the popular values of the state, with both city and rural voters represented. It works pretty well, mostly.
