$1300 budget, casual gaming/ streaming. want to be able to mutlitask with a few open programs as well.

i have a either 750 or 800 watt 80+ bronze psu already, along with monitor and mouse and keyboard.

amd ryzen 7? or 9?

mobo cpu and graphics card are most important. ill need an OS as well
interested in liquid cooling. ill be running 2 monitors and a tv off the graphic card.
wifi would be nice.
interested in rgb cases

dont be afraid to build a pc to the $1300 mark.

New cpus release in like 3 days, probably a paper launch but best to wait and see.
Then new gpu's on the 18th, though once again wait a few days for benchmarks.

Can build you one now but may regret it. Also black Friday approaching on the 27th.
So if they flop you have old stock they will drop drastically.

not in a big rush honestly. just trying to throw some ideas around. trying to get one built sooner than later though. and i want it to be upgrade able in the future.
what new cpu comes out?
amd or intel?

Amd, intels new gpu's are still out of stock months later.
Though AMD claims a big game I'll believe it when I see it.

i dont really care about having the latest ones out, (meaning new releases). just something that will run most games flawlessly on.

You haven't stated screen resolutions nor what games nor when you wish to purchase.
There is a reason a sticky was put up.

With that being said you missed my main point about black friday and your limited budget.

Your wasting your money big time imo but its your choice.

Windows 10 iso can be downloaded to a usb thumb drive via the windows creation tool online for free.
The windows 10 key can be had from ebay for 5$ (windows 10 pro x64)
