Upscaling an image likely wouldn't be an issue, depending on the original image and how large you want the image scaled to, but you need to be more specific about the "minor photoshopping" part of your request
Prices for this section are generally whatever the requester is willing tp pay for the service, and people determine whether or not the amount offered is worth their time

I would like to see the houses removed & upscale the resolution.

I feel like the original image would be larger than 960x1280, as most cameras now are better than 1 mp
If you were able to upload the image in its original size (assuming that is not is) the quality would likely come out better because it wouldn't need to be scaled as much
This would be using that image, upscaling 417% and 625% to 4000x5333 and 6000x8000
