I am looking info the top damage-wise of PoE Ninja for Assasin right now, and i've come across the Blade Vortex version that a Lot is running.

This does not look like the regular Poison Build which is often created.

Does any of you know of a guide explaining the build in the top?

You "can" play it without HH and Badge of Brotherhood but i would not recommend it.
Even without it the BIS Items are pretty expensive. Just search for example the rings or 50% fire convert gloves.
I ended up playing the budget version on the guide just included my HH and for now its pretty fun but you die a lot cause you are squishy as fuck.
