Bobulinski's complaint was that the money never went to the company, and was instead directed to the Biden shell corporation. In his press conference, he talked about how he and the Bidens were negotiating with the Chinese, but he disagreed with Hunter and didn't want him to be using the millions as his 'personal piggy bank'. After which the plans apparently fell through and no money was delivered. Except the senate investigation shows the money just went to the Biden holdings and cut out the business partners. Hence his spurned motive

Its pretty hard to deny Joe Biden's involvement when they were texting each other saying "don't mention joe being involved, only face to face, I know you know not to, but they are paranoid"
I'm sure someone could look through official documentation and not find explicit references to Joe Biden being involved and declare that there were "NO OTHER MEMBERS", but that's the point of them covering it up.
