Budget is 30-40ex right now, i got a 92 Templar, 93 marauder and 92 duelist. Would be cool if I could find a build on one of those

Shrapnel ballista hierophant. Your budget is too much honestly. You need more knowledge than money. 2200 str optimal, around 7k hps and almost max armor, 18% hp regen just from totems or more, down instant phases of everything and delve to 500+ for less than your budget. This means delirium maps are almost nothing to you.

15-20 ex to get started with both six links and all jewels and you could min/max for op's budget.

Eriken Did a 3010 strength variation with only about a 55 ex budget. 22 totems. But hes pretty much a master of the passive tree and stacking a single stat which is the thing thats really required in the build. Whats gonna soak up all the cost is a good synthesized belt with super high strength and such and a great enchant on your crown of eyes, plaguefear was looking for one last week and was paying 50 ex for the helm with enchant alone, but none of that stuff is required to melt everything and the helm enchant is always the last thing you get for a build anyway.
