Just fyi, Primed Vigor is a Dayly Milestone reward (at 100 or 200 days).
I'm pretty sure you cannot trade it.

Also there's no primed intensify ingame, there's "Umbral Intensify" you get this by doing the Umbra Excalibur quest. But it will be rank 0.
I'm not sure but probably you can buy this one, as you can rebuy it from Cephalon Simaris.
