Perhaps so the person who you did mention does not get notified a bunch of time or spammed with it?
Either case, it is a bug or intended.

i think there is also a problem if you take a post of yours and edit another user with ^ inside it . . . afterwards .
they won t get a notification . maybe this issue is somehow related with that ?
