Wrong max, level does affect the hitchance.
This is the Formula: Chance To Hit = 200% * {AR / (AR + DR)} * {Alvl / (Alvl + Dlvl)}

The effect is negligible though. I think the conclusion stays the same, once you reach a useful cs lvl past 80. I made new charts based on calculations this time.

it does effect, indeed !... i learnt something from you again, but yes, its negligible

That's the reason why higher level BvB wins easier versus lower level BvB. 1 level higher is like 0,2% more block or something.

Also if your level is higher than monster level you get some "free" pseudo AR

i am going to vote for the extra 5% FR

will you be getting this bonus while you are convictioned?

when the green aura is on you and your negative resistance do you still have
95FR?

the reason i ask is because i think having max resistance while convictioned
is importain

i dont want to get off topic and rant about no skill ammys but i think that
most questions are often not answered easily its hard to find best in slot stuff
and everyone is using diffrent builds and gear and has diffrent things

but for example if you do not have 90-95FR while you are actually convictioned
you get alot out of throwing on an item like Noak in which case you would be
able to have the 95FR and the 12k defense

and frankly prolly still be able to kill the monsters in the same amount of hammers
and prehapse even be able to bump up in FHR Frames

i would do this even if it wasnt on hardcore... so i think it makes even more sense on hardcore
and even more so if you are always playing in group with team
