I already own ROS, is it possible to reinstall the base game or would I have to create a new account and purchase Diablo 3 alone in order to install the non expansion version? In example, I just want to play where level 60 is the cap and paragon does not exist yet.

the new paragon and loot system was added before the expansion came out, so theres no legitimate way to play whatever you want to consider "vanilla"

If I made a new account and only bought Diablo 3 without the expansion what would the item level cap be? It's been so long since I've played I forgot Paragon was already in effect from the beginning.

levels don't give you any advantage in this game... so just play a level 70 with level 60 items equiped.

Last inquiry, would the items I find be tradeable? They should not be account bound I believe.

People kept asking me where i got my wings ? I guess yea dont see the wings from The original collectors edition anymore all i seen where the yellowish wings from the expansion collectors edition.

As much as I dont want to believe Reset's opinion on items not being tradeable I need a second opinion if they updated Non expansion to non tradeable items or if its still like before (items level 60 and under are tradeable and non account bound). Only when expansion came out and any item above level 60 is account bound and/or can only be traded with the 3 other players at the time you found the item with a time sensitive limit.

It's not an opinion. Items are account bound unless you call it trading when you share items with max 3 other people.
Nobody would play the expansion if vanilla d3 had normal trading.
