This is how pretty much all of human progress has gone.

Government funds the initial investment and technological development, then when public funds gets the technology just over the line of marketability, i.e. it's cheap enough to make or do that it turns a profit, then the reigns get turned over to private business who invest and continue development. Everything from trade networks, to railroads, to intercontinental travel happened this way.

Then libertarians come in and say "look how wasteful the government was doing the initial investment. It took them 10,000 times more to do the same that private businesses do now!" without a hint of irony.
