As someone who works on graphics a bit and take it seriously I can generally notice when someone's signature is in violation. I would like to see this as an option in the "Report" section

The report section on a post is for reporting specific posts, not really for profile violations

It would be convenient, but I think it's better to PM these issues directly to M++ like mentioned above

Gets a speedy response most of the time - Which can be a big deal, because some users change their sigs often and your report might end up getting viewed later on when the sig is already fixed. Not that this is a bad thing, but possibly crowds up the report page.

Post 2 and 3 are spot on. Members++ already handle signature violations. If you see a signature (or avatar, profile picture, or background) that is breaking the rules simply pm any one of them and it will be handled appropriately.
