havent played in awhile so i forget

1) does having a charm on your secondary charm grant you stats such as life, mana, int,str
2) does have a charm such as a light 60ee iii with int raise your mana as well?

1) no. just EE
2) No. int/vitality on items do not affect your life/mana pools.

About question 1 basically only we charms works right? And as I remember it is only like 75% of heal/DMG than in first slot?

acc slot is 75% damage/heal and 25% less mana cost

Basic answer is that ACC slot is 1/4 (or 25% reduced) in either Damage / Heal capacity, and the only Mod that is recognised is "Enhanced Effect".
