FYI OP PoE STRONGLY benefits from an SSD, and you could carry that over to a new build if you decided to go that route.. so maybe start with an SSD and if that doesn't improve enough then look at upgrading the rest of your components.

how much would i have to spend?

im thinking about getting a new graphics card to see if it fixes everything

depends on what size of ssd you'd want
obviously a gpu would help on a greater scale of things, ssd is just something you can carry over.. but you can with a gpu as well

it was an INSANE difference on my side when i went from hdd-ssd on my poe.

ah i see, i shall look into that as well! i think i did read something about the ssd before but i've completely ignored it i guess.

/e The motherboard you listed in the OP won't support the newer M2 SSDs. The one I linked in this post will work with your current motherboard.

You also failed to address what part of PoE isn't running smoothly. That could also help us tell you what's holding you back. It has a built in frame counter, are you staying consistently about 60 fps? Are map load times long? etc.

/e a speccy screenshot of your hardware while you're playing could also be helpful.

i can't even play poe... as soon as i try to log into my character i get the poe isn't working error.

That straight up sounds like file corruption. Uninstall and reinstall the game.
