Teams that don't need to be quarantined should play, even if behind closed doors. If governments want people to stay home as much as possible, then giving them some football to watch on the telly is one of the best things they can do.
As for the CL and EL... let's see what happens. Personally I'd get the teams with cancelled games quarantined and make them play their remaining game as soon as possible. Then, the have the 8 remaining teams of both CL and EL play a quick KO tournament in safe neutral country (single leg quarter finals, semis, and final) to get it done, without needing to cancel the event or lose too much money for the clubs. It would free up some space for domestic leagues to finish their season (even more if FIFA can contribute by cancelling the next round of friendly fixtures). Or at least for the leagues of countries that are not completely overwhelmed, like Italy.
If there's no room for the Euro, I'd send it to winter, in a quick format (perhaps 8 groups of 3, quartes, semis and final). And in order to ease the pressure on the calendar, have the domestic cups play at the same time as the CL and EL group stages, with the teams playing european competitions joining the domestic cups at a latter stage.
If anything should be cancelled, then that should be the 2021 Nations League... let's face it, nobody cares about it.
I'm not sure, the whole 'away' aspect completely changes if the games are being played behind closed doors. Atleast you'll hear every club complain about this everytime they lose at home.
As for the Euro's I agree, but it's a too complicated proces for them to figure out and put it to work correct imo.
