Item Level (not visible without modifying the game) determines
which of the affixes applicable to that base item
are available to be picked (affix pool); greater Item Level => larger affix pool (as a rule of thumb).
The affix system is, unfortunately, designed so that (essentially)
all lower level affixes
remain in the affix pool
all the way up to Item Level: 99. (The few exceptions that exist do not change the general picture.)
Because of this and the existence of affix frequencies, the most wanted combinations of affixes all with (near) maximum stat values legitimately occur on a scale comparable to hitting the national lottery jackpot.
Required Level of an
Amulet is determined by the
affixes chosen. Without knowing
Raven Talisman's Item Level, I can tell you that it
could be any integer 12-99 (basically anywhere Normal end Act I to Hell
Baal).
The common affix distribution for
rare items is 1:2:3:2. That is 1:(1+2+3+2) = 1:8 = 12.5% chance of 3 affixes - and similarly 25.0% chance of 4 affixes, 37.5% chance of 5 affixes, 25.0% chance of 6 affixes.
Raven Talisman has 3 affixes (12.5%).
Gambling with '
