Blown way out of proportion. Quarantine violators will get a warning on the first occasion, then a hefty fine which most people cannot even afford to shrug off. If there then are people who are stubborn and rich enough to not give a fuck about the fines, several of our federal states will send them to some sort of closed facility for the remainder of their quarantine period. Most cities use empty hotels and such. It is this one single city that says the most suited facility they have at their disposal is a former refugee shelter.
Furthermore, the state government of Saxony, our most badly affected state right now which also happens to have the highest share of anti-maskers and covid-deniers*, has answered an inquiry stating that they currently dont know of a single case in which this kind of quarantine arrest would even be necessary. Tldr: this is just for show. Also note that countries like Australia, New Zealand or Taiwan are using central, closed facilities for quarantining too.
*it might be tempting to infer a causality here, with the state with the highest share of covid deniers and rule breakers having the worst numbers, but it's more complicated than that. First, Saxony was one of the least affected states during our first wave back in March/April 2020. Second, other states, like Saxony-Anhalt or Mecklenburg-Vorpommern, have only barely less covid-deniers but far better numbers. The key factor seems to be proximity to the Czech border, of which Saxony has the most - keep in mind that the Czech Republic already had skyhigh case numbers back in September and October, reaching an incidence of over 1000 - and there are a ton of cross-border commuters, in particular Czech nurses and doctors working in Saxony.
Sorry for going off on such a tangent.
