I got 2 weeks ban + 10% warn for saying "that's not allowed to be discussed here, use google and you might find your answer"

So what you're saying, is that if any user asks anything not allowed to be discussed on jsp, and reply to that is "use Google", that reply is enough to get you suspended for X days and get you +warn?
All depends on what rule that's broken, but yes, what you did was 100% violating the site rules, and the punishment issued as a result is up to the site's staff to enforce.
