When characters enters into hit recovery animation?

After hit... but experience shows that not always. For exemple ES soso or cyclone armor on druid.

as the links above say but the quotes don't make clear
its a random % roll based on % of max HP lost

skills that have a 1/16 divisor means that based on the %of your max HP lost, you have a % chance to be thrown into FHR
6.25% of max = 37.5% chance to FHR
12.5% of max = 75% chance to FHR
25% of max = 100% chance of FHR

and with 1/8 divisor, takes twice the HP for same % FHR. You'd need 12.5% / 25% / 50% for 37.5% / 75% / 100%

it also shows why trading max HP for %FHR like on charm slots can be counterproductive, because the lower your max HP the easier it is to put you into FHR animations. Once you exceed certain thresholds, attacks have a much lower chance to FHR or won't FHR at all.
