Idk the prices in this forum, how much would it cost me to make a fully functional app from scratch?

Depends on the Platform and what it entails.

iOS, Android, Windows, Java, ect. ect.

USD or FG? If FG that's like the equivalent of $650, which is about how much I cost billed to clients in a 6 hour period. You shouldn't expect much for that.
