1000-1500$ USD budget
got a few things that will be reused.
850 thermaltake PSU
Fractal Design Define R5 Black Window Silent ATX Midtower
kind of leaning towards using a ryzen for cpu and going with a hybrid drive for storage.
dont need a OS or peripherals.

Stay away from hybrids, twice the tech twice the points of failure.
I hate and em will not recommend them, 8/10 failed on me then I stopped suggesting them to clients.

/edit
Albeit that was a few years back, even still I'm turned off on them.

It's also usually cheaper to just straight up buy a small SSD and then a larger HDD and use third party software to set up a cache system. But unless you're doing video editing or something, i really think it's just worth the price to buy a 1tb SSD. You can get NVME 1tb for under $100 USD.

Not sure what you're doing with said PC. You could honestly fit a 2080s if you'll actually utilize it's potential.

If you're not gonna OC the CPU: https://pcpartpicker.com/list/qYkprV
If you want to OC the CPU: https://pcpartpicker.com/list/D3rNvW
Could also use really any x570 board too, they'll all be able to handle an 8core fine.

so im finally being able to pull the trigger on this build and the board you suggested seems to have terrible reveiws along with comments about a 2060 not fitting due to the chipset location which makes me think the 2080 wont fit very well. any insight or possible better option to suggest?

They wouldn't design a board that can't fit a graphics card over the south bridge. It might touch it, but at long as it's not impeding the fan it won't cause any problems.
