Mods are so inconsistent.

Junior Mods and Members++ manage this section. I would take a peek at the list and pick one of the ones who are for English and try to work with them directly. Whenever you have a topic that is being spammed, just send them a link to the topic and let them know. When they see the number of threads building up I am sure one of them will react for you.

one should make a site suggestion to disable notifications from people that you have in your blocklist
or a button to disable notifications in general
