so actually I was mistaken base doesn't matter in that way.

so for 3 mods you have X + 10 + 9 so X = 11

that means ilvl 14 and lower, and that's the highest of the 3 u can have. no 2 pnb, no 20 fcr, no anything really.

so in theory I think a 10 fcr / 3 bone spirit could spawn, with 2 other minor mods. BUT you'd need a high ilvl base wand, which will have a TINY chance of spawning 10 fcr, let alone 2 other mods. and 3 bone spirit itself is a VERY low chance to spawn even on the correct ilvl wand. so chance of 10 fcr on high ilvl times chance to get 3 bone spirit times chance NOT to get even a single mod above alvl 14. all adds up to not a chance in hell of even spawning this wand which is already not as good as a 20 fg magic wand. :(
