This is the cheapest you're gonna get that's gonna be even half way decent. In reality, 650 isn't a reasonable budget for 240fps gaming IMO.

hes only gonna be able to fit 4 of those fans in that 5 pack with only 4 system fan headers but it gives a spare

shipping should be free for amazon prime and most of the newegg stuff
