In this scenario, blizzard would need to track thousands of players in a real time.
In reality, Blizzard is unable to track their server usage twice a year.
I'm not talking about Blizzard doing it. I'm saying players can do it informally.
Granted, it's never going to be a foolproof system. Same as JSP's trade system. It's works ok, but there are still some scams.
If a player cares enough to disprove himself as a bot, he can opt to answer the whispers. If a player doesn't care what others think, he can put up /dnd. But if someone does that and keeps being online 12 hrs/day never answering, the other players are going to start talking. He's going to get a reputation. In the case, the social aspect of the game polices itself.
