"Little bit of math on Cloaks of Agility vs other potential buys.
After having about ~200 AD, so finishing Infinity Edge,
Cloak 800g = 125% Crit damage modifier after I.E. *25% crit * 200 AD = 62.5 Damage increase on average
Pickaxe 875g = 25 AD per auto * 25% crit * 125% crit damage = 32.8 damage increase per basic attack
2x dagger 600 g = 24% ASPD * .638 BASE BAT = .153 Attacks per second --> .153 attacks * 262.5 damage per attack = 38.28 dps
.153 attacks * 325 damage if 50% crit cloaks = 53.86
.153 attacks * 387.5 damage if 75% crit = 59.28 dps
Comparatively Cloak 50 damage * 1 attack/ sec = 50 dps increase per cloak
As we can see Cloaks offers similar basic attack dps to buying daggers but double the increase of what a pickaxe would offer.
General rule of thumb is if you are a heavy basic attack based adc, Cloaks of Agility will be better than raw AD for your build. Raw AD is only comparable on ADC's with high skill damage (Lucian 500% AD ult, 110% AD Q). Furthermore, Caitlyn's and Xayah's abilities scale with Crit Chance % anyways.
TL;DR Seems viable in terms of DPS , although it doesn't take into the account of utility of finishing items like RFC (extra range) ."

If behind or forced to buy early qss vs (ashe, skarner, malz) it can be really good buy. Pairs very well with lethal tempo
