What should I be running on my arc blight char, dag, scept, or wands?

you shouldn't be running arc.. it died 3 leagues ago.

run a summoner for blight

it's working out well still

The best you can get out of the 3.

Or look where the mods differ between the 3 and see if those differences are something that would benefit your build. Use a website like Poe.affix or w/e to see the possible rolls/mods.

Also movement skills are something to consider as well, the weapon will determine your movement skill for the most part.

Wand would probably be the best option for a caster (and even totems build)

Why ? Because there is no other better base to boost your damages.

Elem as extra chaos = big boost
Lightning as extra chaos = big boost

Then, add a multicraft for 2ex cost.
