ive tried svens once you mentioned it the first time ( game gets extremely laggy as i telestomp a group of monsters using my aura sorc, before it wasnt as laggy )

Have you tried uninstalling it, running ccleaner registry cleaner and reinstalling?
I ask cause I wonder if its the drive and.or file corruption.

and you think it has nothing to do with the ISP or something special about windows 10?

Nope if isp other things would be affected
as for windows 10 like everyone uses and yet no one but you has issues, highly unlikely its windows 10.

so if i just uninstall it and re install it you think that could effect the online play ( making it less lag/no lag? )

Its a possible solution yes, albeit not necessarily the right one or best one.

I would definitely recommend uninstalling the game, and delete anything in C:programs/diablo2

hold windows flag key, and hit R.
i would check (regedit) and make sure you have nothing diablo 2 related in there as well
also check the fallowing...
%appdate%
%programdata%

next thing I would do is open command prompt.
type ipconfig /flushdns
( you could install ccleaner , and it would do that as well )

then i would make sure you don't have any anti-virus programs on.
install a fresh copy of Diablo 2 from battle.net ( run as admin )

* edit * before installing diablo 2, maybe it would be a good idea to run ccleaner as well , it will clear up any failed windows 10 updates. Then you should check to see if there are any updates.

If you use Ethernet cables , and not fiber optics...
I recommend cleaning the ends with like rubbing alcohol or simply water works too, ( tip your finger into a cup of water , and rub the ends ) and dry it off with paper towel .

I'm pretty sure that ipconfig /flush dns , will probably fix your issue though.

* edit 2 * make sure to type in the search box on the bottom of windows 10 secreen..... dxdiag .... a window will open, and on the bottom left a green bar will load. wait for that to load... then close it.
then open the diablo 2 folder/section, and run the video test. and maybe select Glide option?

Blizzard hasn't maintained their servers well. It's not your game, your router, your internet connection, nothing YOU have control over. It's THEM & THEIR servers.
