i agree some things should have cool downs but it should be a hidden game mechanic for certain skills and the cooldown times should not vary depending on what gear you have
diablo should be about choosing what skill or spell to use & when to use it strategically for maximum effect
diablo 2 has mana to regulate how much of whatever spell we can cast. stronger spells = more mana cost
cooldowns are 90% unnecessary and seem to be key to diablo 3 gameplay
