He was pretty damn good at acting imo. especially for a tv show. The way he portrayed both Jerome (crazy, no fear, the typical joker) and Jermiah (cold, calm, smart & calculative) was dope.
He wasn't the actual joker, as he dies and like you said, he would be an inspiration for joker.
Before he dies, he lays a trap for his twin brother and he gets crazy gassed. He eventually takes over gotham with ease, and i think he will eventually become the joker.
