The major problem with TBC was that flying mounts and summon stones prevented people from being out in the world engaging with other players. Arena contributed to this problem somewhat because it turned pvpers into town campers, but that problem had been started in vanilla when battlemasters were moved into cites. TBC just accelerated the degradation process of widening the gap between "PvP" and "The World of Warcraft".
But there were plenty of great things about TBC as well. Arena is cool and it's addition to the game could have been a net positive if not for the flying/summon stones issue didn't come in with it. Heroic dungeons wore a huge improvement over the vanilla dungeons.
Another thing with TBC that I've also heard other people say that kind of goes hand in hand with the World pvp issue you were addressing is that people felt that you got "done" with the content faster than in Vanilla. Pre bis and getting raids on farm quicker with the lack of World pvp resulted in the world seeming more dead.
I enjoyed a lot of things in TBC but a lot of them also made the game worse at the same time.
