if so and lvl 12s are only fighting other 12s why not allow angelics for all lvl 12s?
for reference east VLLD rules were always:
melee: lvl 9 for most, lvl 12 for a few, standard melee rules, can use angelics vs other lvl 12 chars, but not vs lvl 9 chars.
Ranged: lvl 12 for all builds, slow banned, charge banned.
hey mate lvl 9 can duel any lvl 12 i just sorted them not together and just some builds would be fair to use angelics even in lvl 12 like fissure it makes very low dmg and -1 skill would be awful for him a lot
