Legislation has to pass the senate and house, that doesn't mean the president can't submit legislation for consideration by the senate and house. For instance the president frequently submits budget proposals to the house.

It's not uncommon in the slightest for the president's team to author legislation and submit it for consideration by the house and senate.

There is no rule that every law has to be hand written by senators and house representatives. Often corporations draft legislation for them as well.

I'm genuinely curious to hear from our resident Trump supporters, since I'm biased: Do you feel that Trump is a confident, eloquent, galvanizing public speaker? As I watch the live-stream of the covid-19 task force, I can't help but feel that Trump comes across as generally...out of his depth?

Pretty stressful to speak publicly when you have hyenas of news reports looking to take half a phrase you say out of context

He's hit or miss. He has moments of brilliance and moments of derp. He does however seem to be able to learn from his mistakes unlike Obama.

Well, I'm talking just generally, although I happened to be watching that stream when I posted. Trump is certainly not in an enviable position given the circumstances. Duty calls though.

I suppose. I mean, if I were a Republican I would think that I would still find Trump to be a little out of his depth, but I'll never really know. The closest I can imagine is someone like Jill Stein. Compared to Trump, her and I have more-similar political views, but I mean...she's just out there.

Do you have any examples? If the past 3 years have taught me anything, it's that "Trump will keep on trumpin', no matter what".

Administrative changes for one. Unlike Obama he actually fired people instead of leaving people like Eric Holder and James Comey in office.

Flexibility. When the Obamacare revision failed the administration shifted gears to focus on something more popular.

Trump has been accurate and willing to compromise. Most of his critics are just naive and believe the media lies spun around his every move. You know that report that he denied help from the WHO? A total fucking lie.

It's the typical "rally around the flag" effect that you always see in times of crisis. The same thing happened with GWBush after 9/11. And the approval ratings of Macron, Conte and Merkel's party are also rising sharply atm.

The true test will come when the situation gets dire, the healthcare system starts to crumble and the unemployment numbers explode. My expectation is that the US will be hit particularly hard when the "wave" arrives, and that Trump will be blamed for it.
