this looks like a pretty good deal to me 29.99.... would this do a good job of cooling a 7600k not oc'd?

To answer your question, in a case with good airflow yeah it's fine. Overclocking more than a few 100 Mhz you're gonna have a bad time.
/E I'd highly recommend going for a $30 air cooler as it's gonna cool as good if not better and not have the risk of pump failing in a few years.

ive got an air cooler on there currently.... something similar to a 212. not sure exactly sure what it is. but ive been looking at AIO's to get a little bit of a cleaner look.

30 bucks for an aio cooler for cleaner looks isn't bad, especially since ur not Ocing and just using it for general cooling
But it's not a good cooler if that's what ur asking. If ur ambient temp is usually cool in ur room, then I'd go for it
