If i roll into a magic item w 1 prefix and suffix, use a regal and (hypothetically) 1 more suffix is added. When i take it to the crafting table, can i add the other 2 prefix and final missing suffix? For a total of 3 prefix and 3 suffix?

you can only craft one mod unless you craft the multimod then you can have two

yep and the craft "can have multiple crafted mods" costs 2exalts and counts as a suffix.
