Canada is known for its catch and release system.problem is Canada needs more jails.Another problem is we are to busy helping other countries out while ours is going down the shitter. If you are HIV-positive, know about it and expose your sex partners repeatedly without their knowledge, you should be tried for "physical injury resulting from negligence".
If you expose them repeatedly, and an intention to spread your HIV can be proven in court, then you should be tried for attempted murder.

All of this works irrespective from if you're hetero, gay, lesbian or anything else.

HIV passage from anal sex is far more high of a risk than vaginal intercourse for men. so any time the subject is aids male gayness is a relevant factor, as is homophobia attatched to almost every aids topic.

when HIV was in epidemic levels in the gay community the govts reaction was slow, just as the crack epidemic in the ghetto received lackluster attention.
